Tbilisi Mayor Kakha Kaladze addressed the fraudulent scheme during a session of the Tbilisi Municipal Government. He instructed the Municipal Inspection Service to examine all newly commissioned buildings and conduct comprehensive fire safety inspections.
“Unfortunately, we have recorded cases where, after a building is commissioned, essential fire safety systems—such as generators or ventilation systems—are removed. There are irresponsible companies and individuals who dismantle these critical units once the building has been granted operational status. This is an extremely serious problem. In order to secure commissioning approval, they rent these essential systems, ensuring that everything appears compliant when the Municipal Inspection conducts its review. Once the building is officially commissioned, however, the irresponsible developer or contractor removes the equipment and returns it to its owner. Meanwhile, residents continue living in the building under significant risk. This attitude is unacceptable and cannot continue. If something tragic were to occur, the municipality would immediately be blamed,” Kaladze stated.
The Mayor instructed the Vice Mayor, in coordination with relevant services, to take categorical and decisive measures. He noted that, if necessary, the municipality will work with lawmakers and may seek to elevate such actions to the level of a criminal offense.
“If specific fraudulent companies or individuals are identified, they have no place in the construction sector. Such actions will be met with strict response. We must act in accordance with the law. If legislation needs to be tightened, then we will tighten it and take all necessary measures,” Kaladze emphasized.
